The Trump administration’s crackdown on immigrant truck drivers could remove as many as 200,000 drivers from US roads, potentially worsening the country’s longstanding truck-driver shortage, critics have warned.

Critics argue that the campaign is being driven less by public safety concerns and more by the administration’s broader mass deportation and “America First” agenda.

“This is ‘just an immigration raid by any other name,’” said Cassandra Zimmer-Wong, an immigration policy analyst at More in Common, according to USA Today.

The Trump administration has cited fatal crashes involving immigrant truck drivers to justify tighter enforcement. But Zimmer-Wong said there is no hard evidence that immigrant truck drivers are less safe than American truck drivers.

She pointed to the Federal Motor Carrier Safety Administration’s own acknowledgement of the lack of such evidence when it introduced new rules restricting most immigrants with temporary work permits from obtaining non-domiciled commercial driver’s licences.

Zimmer-Wong also accused the administration of “manipulating a bureaucratic issue” involving differences between commercial driver's licence and work permit expiration dates.

CDLs can typically remain valid for four to eight years, while federal work permits may last only one to two years. A work permit can therefore expire before a driver's CDL, but that does not necessarily mean the driver is illegally in the US, she said.

The American Immigration Council has cited long delays in work-permit renewals caused by backlogs, stricter background checks and the end of automatic extensions under the Trump administration.

“Do I think that these expiration dates should be standardized? One hundred percent,” Zimmer-Wong said. “But I don't think the answer is taking 200,000 people off of the road when likely the vast majority of them are legally here.”

The crackdown could have consequences beyond immigration enforcement.

The US trucking industry has faced driver shortages for years, and removing a large number of immigrant truckers could put additional pressure on freight transportation and supply chains.

The Trump administration maintains that stricter enforcement is necessary to ensure that only qualified, authorised and safe drivers operate commercial vehicles.

Critics, however, say the policy risks turning administrative issues involving work permits and CDLs into grounds for detention and removal, while disproportionately affecting immigrant communities that have become an important part of the US trucking workforce.

The Trump administration has stepped up enforcement against immigrant truck drivers, citing road safety, English-language proficiency and immigration concerns as reasons for removing some drivers from US highways.

A key part of the crackdown involves non-domiciled commercial driver’s licences (CDLs), which are issued by state motor vehicle departments to eligible drivers who are legally present and authorised to work in the US but do not have a permanent residence or domicile in the state.

The Federal Motor Carrier Safety Administration (FMCSA) began strictly enforcing English-language proficiency requirements in May 2025.

Under the tougher enforcement approach, commercial truck drivers who fail English proficiency tests during roadside inspections can be immediately taken off the road.

Federal officials argue that truck drivers need to understand traffic signs, communicate with law enforcement and safety inspectors, and respond appropriately during inspections. Failure to communicate effectively, they say, can create serious safety risks when operating large commercial vehicles.

The administration has also pointed to several fatal crashes involving noncitizen or immigrant truck drivers while defending the crackdown.

One case cited by officials occurred in August 2025 on Florida's Turnpike near Fort Pierce. According to the Department of Homeland Security, investigators determined that a truck driver from India made an illegal U-turn that blocked all lanes of traffic. The crash killed three people.

The administration has used such incidents to argue that stricter screening and enforcement are necessary to keep potentially dangerous drivers off American roads.

Homeland Security Secretary Markwayne Mullin has strongly defended the policy.

"When illegal aliens are behind the wheels of semi-trucks, they are putting American lives in danger," Mullin said on August 4 while announcing the results of an operation targeting immigrant truck drivers.

The administration's position is that immigration status and compliance with commercial driving regulations are closely connected when drivers do not meet federal safety or eligibility requirements.

A non-domiciled CDL allows certain drivers who are legally present and authorised to work in the US but do not have permanent domicile in the issuing state to operate commercial vehicles.

The category has become a major focus of the Trump administration's immigration enforcement efforts.

Federal authorities are examining drivers who received these licences while holding temporary legal status or work authorisation, including some asylum-seekers and other immigrants with temporary ties to the US.
